Opty N. Fernandez, P.E.

FOUNDER

Mr. Fernandez received his Bachelor of Science degree in Electrical Engineering at California State University, Long Beach. With over thirty (30) years of professional experience, he received several awards for his design in commercial and industrial facilities. Before starting Linkture, he worked for large engineering and construction firms at Fluor Corporation, Ralph M. Parsons, C.F Braun, and for the architectural and engineering firm at A.C. Martin in downtown Los Angeles.

He developed Linkture’s quality assurance program and prepared key personnel to be well versed on NEC, CEC, UBC, Title 24 Standards and OSHA regulations. He also brought the company recent design experience in medium (up to 65KV) and low voltage power distribution, process and manufacturing equipment controls, PLC integration design and programming, DCS, SCADA, telemetry, HMI screen development using popular software such as Wonderware, Intellution and RSview, emergency and stand-by power generation, UPS and battery power, and indoor and outdoor lighting.

Additionally, he facilitated Linkture’s projects in industrial facilities such as water and wastewater treatment plants, well plants, booster pumping stations, lift stations, hydrocarbon fractionation, refineries, pharmaceutical process plants, manufacturing facilities; commercial facilities such as low, mid and high-rise buildings, civic centers, large shopping malls, major grocery stores, major hardware stores, service stations, wireless communication facilities, restaurants, military facilities, and municipal facilities.

William Blake, P.E.

SENIOR ELECTRICAL ENGINEER

Mr. Blake is a Registered Electrical Engineer in the states of California, Nevada, Texas, North Carolina, Colorado, Utah, Florida, Arizona, New York, Oregon, and Illinois. Over twenty-five (25) years of extensive electrical engineering experience in design, lead, and management in a wide variety of project types involving design of new construction, improvement and modernization of industrial, commercial, water treatment facilities, municipal projects, theme parks, high-end retail facilities, hotels, high-rise, K-12 schools, mixed-use development, residential, restaurants, office buildings, and parking structures.

Frank Fernandez, P.E.

SENIOR ELECTRICAL ENGINEER

Mr. Fernandez is a Registered Electrical Engineer. Over forty (40) years of extensive electrical experience in power and control including engineering, design, and construction coordination, start-up/check-out. Responsibilities included conceptual and detailed design on a variety of projects such as petroleum terminals, loading racks, pump stations, cogeneration facilities, distribution substations, oil field primary recovery, oil refineries, pumping stations, and gas compressor stations.

Cash Sutton III, P.E.

ELECTRICAL ENGINEER

Mr. Sutton is a Registered Electrical Engineer. Mr. Sutton is responsible for the design of electrical systems for power distribution, lighting, emergency generation and communications commercial, industrial, municipal and residential buildings, for parks, street lighting.. Actively involved in design of photo-voltaic electrical generation systems. Most recently involved in preliminary design of CO2 capture project planned for Norway using international standards.

Mario Alvarez, P.E.

MECHANICAL ENGINEER

Mr. Alvarez received his Master of Science in Mechanical Engineering at University of Southern California and his Master of Science in Management Science at West Coast University. Mr. Alvarez is a registered Professional Mechanical Engineer in the state of California (M-19820). He is an active member of the following societies: American Society of Mechanical Engineers; American Society of Heating, Refrigeration & Air Conditioning Engineers; National Society of Professional Engineers; and Society of Hispanic Professional Engineers.

Mr. Alvarez has been involved in the design, project management and construction management fields for over 37 years. Mr. Alvarez has designed and provided mechanical engineering and design services for residential, commercial, industrial a nd institutional projects. For the Los Angeles Unified School District, Mr. Alvarez was project manager for Alvarez Engineering, Inc. providing engineering services for over 40 projects with scopes that included plumbing and heating, ventilation and air conditioning systems.

Mr. Alvarez keeps abreast in the state-of-the-art mechanical and electrical energy efficient equipment. This is accomplished through close contacts with various equipment manufacturers, as well as through his part-time position as Professor at the Engineering Technology Department, Construction Management Department and Mechanical Engineering Department at California State Polytechnic University at Pomona. Mr. Alvarez is well versed on ASHRAE, UBC, UMC, UPC, Title 24 Standards and OSHA regulations.

LAL B. SAHGAL, P.E.

MECHANICAL ENGINEER

Mr. Sahgal received his Master of Science in Mechanical Engineering from University of Oklahoma in 1982. He is also a licensed Mechanical Engineer in the State of California. Mr. Sahgal’s primary duties are complete design and engineering of HVAC and Plumbing Systems for residential, commercial, industrial and recreational facilities including load calculations & Title 24 Studies. He performs Energy Calculations and evaluates the most efficient HVAC system for different types of buildings & applications. The overall approach to design is based on practicality of construction techniques, ease of maintainance, strict adherence to codes and safety standards.
